Towards sustainable, resilient and inclusive management of national infrastructure assets

The UN is launching an advisory toolkit for national and local governments in developing countries, aimed at financing sustainable infrastructure development for generations to come.

After four years of experience of a pilot project and fieldwork in more than 40 communities around the world, the United Nations Department of Economic and Social Affairs (DESA), in partnership with the Fund for United Nations Equipment (UNCDF) and United Nations Office for Project Services (UNOPS), presents a toolkit on infrastructure asset management for public managers.

The objective is to maximize the value of investments in public infrastructure and to exploit them further, in order to finance sustainable development for generations to come. In the form of a guide, the publication Managing infrastructures in a sustainable development perspective offers a flexible step-by-step diagnostic methodology with advice, exercises and examples of tools easily applicable in unique local contexts.

Focused on anticipating risks and facing the challenges of the future, the guide applies to traditional infrastructures (roads, water distribution networks, sanitation, buildings for essential services, etc.), but also to equipment operation and maintenance. Some specific chapters also offer a situational assessment of climate risks or even resource mobilization for a more effective response to public health emergencies.

DESA has planned free virtual workshops during the months of November and December to present the toolkit, as well as an introduction to the development of an Action Plan for asset management. The tool guides in a simple and methodical way the establishment of a clear and comprehensive roadmap for improving the performance of priority assets. Contextualization /

Since 2017, UN DESA, UNCDF and UNOPS have been working closely with local authorities from four pilot countries (Bangladesh, Nepal, Tanzania and Uganda) to implement and refine this toolkit. under real conditions. The initiative also mobilized expertise from other sectors of the United Nations, regional development banks, local government associations, think tanks and university researchers.
