Nairobi: To decentralize legal services and enhance access to justice, the government has increased the number of decentralized offices at the Attorney General's Office from 10 in 2022 to 13 in 2025, according to its Medium-Term Progress Report.
According to Kenya News Agency, this move, articulated by government spokesman Dr. Isaac Mwaura, is aimed at ensuring faster legal processing, reducing case backlogs, and strengthening governance and law enforcement. Dr. Mwaura highlighted a significant increase in bills and subsidiary legislations to support the implementation of BETA, with 61 pieces of legislation developed in 2025. Additionally, 11 international arbitration and litigation matters have been successfully represented in 2025, up from 5 in 2022, enhancing Kenya's legal reputation and boosting investor confidence.
Speaking in Nairobi, Dr. Mwaura revealed that the government has vetted 97 additional contracts and issued more legal advisories and opinions, increasing from 32 in 2022 to 2078 in 2025. Furthermore, the sensitization of 647,762 indigents on legal aid and the provision of legal aid to 35,165 indigents marks a significant increase from the 31,311 reached in 2022.
On the matter of safeguarding Kenya's sovereignty and territorial integrity, Dr. Mwaura emphasized that the Kenya Defence Forces (KDF) is equipped with the professional skills and requisite systems to fulfill its mandate. Operations such as Operation Maliza Uhalifu in the North Rift and Operation Amani Boni in Lamu and Garissa are restoring peace and safety within the country.
Moreover, search and rescue missions have effectively addressed major disasters, including industrial fires and collapsed buildings. Efforts in landslide rescues in Garissa, Machakos, Mai Mahiu, and Lari underscore the government's commitment to disaster management and public safety.
To further promote regional and international peace and security, the government has participated in multilateral and bilateral security forums and defense collaborations with neighboring states. The National Defence University-Kenya has established the Centre for Security and Strategic Studies to conduct research on national security and strategy.
Dr. Mwaura also noted that security personnel engagement in various sectors such as agriculture, housing, and the digital superhighway is enhancing citizen welfare and improving infrastructure. Specifically, the construction of accommodation for officers and service members continues in various military barracks, and fibre optic cabling has been implemented in military installations across the country.
