Post: Kossi/Provincial consultation framework: Annual municipal investment plans on the menu of discussions

The High Commissioner of the Kossi province, Noufo Dembelé, chaired the meeting of the provincial consultation framework on Friday August 16, 2024 in Nouna.The assessment of the execution of the annual municipal investment plans from 2022 to the present, the situation of the wet agricultural campaign and the humanitarian situation of Kossi, were on the agenda of the discussions.The session of the consultation framework held on Friday August 16, 2024 in Nouna, was marked by the presentation of terrorist attacks and incursions experienced by the Kossi province.'In addition, the province experiences various kinds of deviance ranging from livestock theft to organized crime and illicit trafficking. It is therefore necessary to put a stop to these evils which are plaguing our society,' indicated the high commissioner of Kossi province, Noufo Dembelé.The presentation of the Annual Investment Plans (PAIC) of the ten municipalities of the province and the mid-term implementation reports of the achievements fro m 2022 to the present day, revealed budgetary restrictions resulting from the security situation.This state of affairs has not allowed municipalities to make investments since 2022.The difficulties linked to the non-execution of the PAIC include, among others, the security situation, the low capacity to mobilize resources, the insufficient funding from technical and financial partners and the restriction of state support.Perspectives are emerging at the municipal level ranging from the mobilization of their own resources to the research of TFPs and the awareness-raising of development actors.The situation of the agro-pastoral campaign for the 2024 wet season and animal health was presented by Siaka Ouattara.According to him, it got off to a difficult start on August 15, 2024, with a cumulative rainfall deficit.'Activities within the framework of capacity building of stakeholders also experienced difficulties in implementation,' he added.Analysis of the humanitarian situation in the Kossi provinc e reveals challenges and prospects.The director in charge of humanitarian action, Alassane Kagoné, continued that the assessment of the needs of households returned to their respective localities are, among others, food, latrines, drilling, support for schooling and support with specific equipment.The high commissioner of Kossi province, Noufo Dembelé, thanked the Emergency Territorial Development and Resilience Program (PUDTR) which financed the holding of the session.Through discussions and recommendations, the statutory members requested the rehabilitation of school and health infrastructures to support the return of populations.The High Commissioner reassured them that possible solutions are being considered for the return of state services.Source: Burkina Information Agency
