Nairobi: The Government Spokesperson Dr. Isaac Mwaura has confirmed that the Finance Bill 2025 has not been proposed, drafted, or tabled in Parliament. Dr. Mwaura reassured Kenyans to dismiss any circulating information regarding the 2025/2026 budget process.
According to Kenya News Agency, Dr. Mwaura emphasized that revenue-raising measures, such as the Finance Bill, are only introduced following the release of the Draft Budget after April 30th. He assured that the public will have the opportunity to participate once the Finance Bill is officially submitted to Parliament.
Dr. Mwaura highlighted that public engagement will be integral, allowing Kenyans to examine any revenue-raising measures thoroughly. This process will occur only after the National Treasury releases the draft budget and Finance Bill, submitting them to Parliament.
During a press briefing at Kenyatta International Convention Centre in Nairobi, Dr. Mwaura explained that the Budget Policy Statement (BPS) is a major intervention outlining the government's strategic priorities and policy goals. This statement serves as guidance for the National Government, County Governments, and Independent Constitutional Institutions in budget preparation.
The 2025 Budget Policy Statement marks the third edition under the Kenya Kwanza Administration. Dr. Mwaura noted that the government's fiscal policy for the fiscal year 2025/26 emphasizes fiscal consolidation to mitigate public debt vulnerabilities while ensuring the provision of essential public goods and services.
Dr. Mwaura also stated that boosting revenues will rely on a combination of tax administrative and policy reforms rather than increasing taxes, countering circulating allegations. He mentioned that the government aims to strengthen accountability, transparency, and efficiency in public spending.
