Nairobi: Principal Secretary for Public Service and Human Capital Development, Dr. Jane Kere Imbunya, has praised the Salaries and Remuneration Commission (SRC) for its accomplishments over the past five months, particularly highlighting the recent salary adjustments for uniformed services. This commendation was made during the launch of SRC's Sh9.67 billion five-year Strategic Plan (2025/26-2029/30) at the Kenyatta International Convention Centre (KICC).
According to Kenya News Agency, the new strategic plan aims to improve efficiency, institutional reform, and data-driven decision-making within Kenya's public remuneration framework. The plan will be implemented in phases and will receive funding from government allocations and external partnerships. This initiative is intended to align Kenya's wage management systems with goals of fiscal sustainability and performance-based remuneration.
Dr. Imbunya expressed her optimism about the strategic plan, stating that it represents a commitment to excellence and improved service delivery for Kenyans. She highlighted the SRC's agility and innovation in managing the public service wage bill, ensuring operations remain relevant and impactful.
SRC Chairperson Mr. Sammy Chepkwony described the launch as a significant step toward establishing a fair, transparent, and sustainable remuneration framework for public servants in Kenya. The Strategic Plan outlines that Sh4.2 billion will be sourced through the Medium-Term Expenditure Framework (MTEF), with a remaining funding gap of Sh5.47 billion. To bridge this gap, the Commission plans to employ a hybrid resource mobilization strategy, involving government funding, development partner support, and private sector partnerships.
The plan also emphasizes collaboration with the National Treasury, Parliament, and oversight agencies to ensure sufficient allocations. It explores Public-Private Partnerships (PPPs) and Government-to-Government (G2G) collaborations aimed at supporting capacity building, digital transformation, and compliance programs. SRC continues to advocate for pay rationalization and performance-linked compensation to increase productivity, fairness, and fiscal discipline across all government levels.
The launch event was attended by various dignitaries, including Head of Public Service Felix Koskei, Supreme Court Judge Justice William Ouko, chairs of constitutional commissions and independent offices, SRC Board members, and other senior government officials.
